Everybody! More than 60,000 Cecil County citizens are active library card holders, meaning they have used the library over the past 12 months.

Last year, citizens visited the Library’s 6 branches 250,000 times and checked out more than 750,000 items. The library added 4,600 new card holders .

All students and teachers in the Cecil County Public School system have a virtual library card, which gives them access to fine-free books, electronic databases, live tutoring, and test support.

80% of the Library’s funding comes from County tax revenues; 15% comes from the State; the remaining comes from copier and printing fees, etc. The library’s total budget is $7.8 million in FY23, representing approximately 2% of the County’s entire operating budget. This 2% allocation serves more than 50% of the county’s population. These funding sources cover the cost of Library personnel, maintenance and operations of 6 branches and the bookmobile, print and electronic collections, and library hardware and software.

The library is so much more than books. It gives the community access to:

  • Early childhood programs
  • Technology help and access- many people can’t afford computers or internet in their home and/or don’t know how to use it
  • Educational programs and exhibits for all ages and interests
  • Business and nonprofit assistance
  • Career and employment services through a Job and Mobile Tech Lab
  • Meeting, work, and study space
  • Digital Media and STEM training
  • Safe spaces and programs for teens during out of school time
  • The library also has streaming services and downloadables available- books, audio, movies, music, online classes through LinkedIn Learning, online test and exam prep

Two historic non-profit support entities for the library – The former Friends of CCPL (1955) and the former Foundation Trust (1994) – combined forces in 2017 to maximize the power of fundraising and advocacy to enhance library services and spaces throughout the County. This single entity, comprised of individuals from both organizations, became the Friends Foundation of the Cecil County Public Library with new Bylaws, vision and mission statements.

The Board of Trustees is the Library’s governing board responsible for policy, while the Friends Foundation is tasked with building support for the library through advocacy and fundraising.

CCPL’s Annual Summer Reading and Learning program, which connects thousands of children and teens to books and learning during the summer months.

Raising the 21st Century Child campaign for the new North East Branch Library to create amazing learning spaces that nurture 21st century skills (critical thinking, communication, collaboration, creativity) for children, families, and teens.

SPARK and My Special Book – two bookmobile outreach initiatives that connect thousands of children and teens in this community with high quality books to keep in their homes.
